LIMERICK
JOB DESCRIPTION
Our client is a leading international engineering consultancy
You will act as the Project Liaison Officer for Landowner liaison on a
high profile road project with construction value of €**Apply on the
website** million
The scheme is being brought through Phase 5 (Enabling and Procurement)
of the TII Project Management Guidelines.
The roles are based in the Client’s offices on a full time basis for
a two year period.
Provide information to stakeholders affected by the Project: inter
alia, proposed landtake, proposed accommodation works and the
statutory processes e.g. by providing maps and information published
by TII.
Agree access to privately owned lands for Contractors carrying out
works and surveys
Confirm to stakeholders that Contractors acting on behalf of the Local
Authority ave the necessary insurance in place to indemnify the
stakeholders in the event of personal injury or material damage.
Liaise with any stakeholders on the extent and quantum of compensation
due due to any intrustive surveys eg gound investigation,
archaeological test trenching etc.)
Assess the accuracy of land ownership records held by the Local
Authority
Make all reasonable enquiries of unregistered land
Act as the primary point of contact for contractor + stakeholders
Ensure that any environmental evaluation mitigation measures relating
to land & property are implemented.
Ensure that stakeholders have reasonable access to their lands at all
times during the construction of the Project.
Maintain accurate records of the Date of Entry by the Local Authority
onto scheduled lands and advise the local authority of the total
period, if any, for which interest is payable (Date of Land Agreement
– Date of Entry = total number of days for which interest is
payable).
Ensure that pre-construction surveys on properties and monitoring of
wells during construction are carried out to the satisfaction of both
the Local Authority and the affected stakeholder.
Assist the property valuation advisor and the Local Authority legal
team in cases where the matter of compensation for compulsory
acquisition of land has been referred to arbitration.
REQUIREMENTS
Level 8 Qualification in Engineering, Agriculture or other relevant
discipline.
5+years experience on infrastructure projects (preferably roads)
Landowner Liaison on a major infrastructure project with a
construction value of at least € * million (ex
VAT);
Holds a full, Class B driving licence and can be based in the Mid West
National Road Design Office
Access to their own vehicle (Travel incurred by the PLO’s and APLO
shall be reimbursed by the Client at normal Local Authority Rates.)
Desirable
Good organisational and time management skills, able to prioritise
work
Excellent customer service skills, experience in resolving non-complex
complaints with difficult customers, confident in difficult situations
Can maintain records of all interactions (i.e. meetings, written
submissions, emails, telephone calls etc.) with the public and
landowners during this Commission using a Stakeholder/Interactive
Management System (Track Record).
A good record keeper with administrative and management skills
Good communication skills and an ability to translate technical detail
into layperson’s language
IT literate – emails, word processing, spreadsheets and databases
Able to carry out the duties of the post with reasonable adjustments
where necessary
